The Transportation Safety Board will investigate the Polar Prince in its role as a support vessel and will conduct a safety investigation into the circumstances of the operation, the agency said.The agency said a team of investigators is traveling to St. John’s, Newfoundland and Labrador to gather information and conduct interviews. EL CAJON, Calif. — Two people who were found dead inside a home in unincorporated El Cajon Thursday have been identified by authorities. According to the San Diego County Sheriff's Department, the two deceased adults discovered at a residence in the 200 block of E. Bradley Avenue were 42-year-old Eric Orpinela and his wife 39-year-old Denise Helen Orpinela. They were parents to three children ages 9, 13 and 14. This is the most commonly used drug among adults arrested in San Diego Authorities say a minor called to report finding their parents dead around 9:45 p.m. Both victims appeared to have head trauma, but officials say it is not yet known how they died specifically. SDSO says an investigation into the matter is ongoing. As of Friday, there are no outstanding suspects and there is no threat to the community, according to authorities. OTTAWA — A new process for how the Canadian Judicial Council will review misconduct allegations against judges has been written into the law.A bill that received royal assent Thursday evening amends the Judges Act to clarify when a judge can be removed and changes the way the council reports recommendations to remove a judge to the federal justice minister.The law also creates a new panel to review complaints and determine whether a judge’s removal is justified, as well as a new process for how judges can appeal disciplinary decisions against them.
